Who we are?

The City of Rockingham (the City) is a Local Government Authority located 40 km south of the Perth CBD. The City is known as the place where the coast ‘comes to life’, has a population of over 135,000 and is one of the fastest growing local governments in the south metropolitan area.

What’s the job role?

The Senior Legal Officer plays an important advisory and legal support role to the City in regards to meeting its legal and regulatory requirements; in the formation of service, consultancy and sponsorship agreements; as well as leasing and procurement requirements. The Senior Legal Officer reports to and provides direct support to the City’s General Counsel in the provision of legal services to a variety of internal stakeholders within the City.

Key duties for the Senior Legal Officer include:

  • Providing support to the General Counsel and consult with the same when, by virtue of the complexity, value or importance of the transaction it is appropriate to do so;
  • Liaise with the City’s Leasing Team and:
    • settle all standard leases, licences and occupancy arrangements; and
    • draft any substantial amendments to the same for consideration by General Counsel.
  • Liaise with the City’s Community Development Division and settle (and if required, develop) all required agreements, including service agreements, consultancy agreements and sponsorship agreements.
  • Liaise with the Procurement Team and:
    • settle all standard documentation (including Requests for Tender, Scopes of Service (which have previously been settled by General Counsel) and Procurement Contracts); and
    • draft any substantial amendments to, or replacements of, the same for consideration by General Counsel.
  • Assume primary responsibility (under the supervision of General Counsel) for:
    • instructing external legal advisers and consultants to prepare all documentation (including construction contracts and project bank accounts) for projects overseen by an Executive Liaison Panel;
    • acting as the liaison between the City and the external lawyers;
    • providing advice to the City (as required) during the negotiation of the documentation.
  • Settle all documentation for all other infrastructure projects where the City’s standard contracts are used.
  • Provide assistance (as required) to the Governance Team (Freedom of Information applications and disclosures under the Public Information Disclosures Act 2013).
  • Undertake the role of Complaints Officer under Council Policy – Code of Conduct Complaints Management Process.
  • Develop and provide high-level training to employees.
  • Prepare advice on matters delegated by General Counsel.

Who we are looking for?


The candidate for this role will be required to have a degree in law (tertiary qualification) with post admission experience with contractual drafting, preferably procurement contracts.

  • Demonstrated experience and knowledge of working as a legal professional, providing legal advice and support in procurement and contract management;
  • Demonstrated experience in dealing with diverse stakeholders both internal and external in negotiating agreements or contracts;
  • Possess the required qualifications.

We are offering a remuneration package of circa $133K per annum, including Employer superannuation contribution of 11%
