About the Health and Regulatory Services Branch:

The Health & Regulatory Services Branch is one of the largest service providers in the City. It delivers over 300 front line public health, environmental and safety-related services critical to the ongoing health, lifestyle, and prosperity of the Gold Coast community. These services are delivered by five major operational teams, including:

  • Lifeguard Services
  • Environmental Health and Safety
  • City Regulation
  • City Standards
  • Business Management and Planning.

About the Position 

Reporting to the Executive Coordinator, Lifeguard Services, the Chief Lifeguard will effectively manage the City's lifeguard services across its beaches. Focussing on inspiring and driving world-leading performance from our dedicated and professional Lifeguard team, you will manage the 3 Superintendents, 40 full-time, 27 part-time and 180 casual Lifeguards, as they serve the City of Gold Coast's community members and international visitors. 

Key Position Responsibilities

Working within the strategy and objectives of Lifeguard Services, you will be responsible for input or delivery of: 

  • Contributing professional and operational experience to manage, lead and motivate a specialised team of dedicated lifeguard staff across the City's ocean beaches. This includes overseeing regular lifeguard training and competency-based assessments to ensure high-performance standards are maintained
  • Support the ongoing development and revision of operational policy and procedures pertaining to the lifeguard service to ensure the highest possible standard of employee protection and public safety is offered
  • Making determinations and providing advice on applications for activities on City beaches in accordance with relevant laws
  • Working with internal and external stakeholders to ensure Lifeguard services delivered are effective and the City's positive reputation is upheld
  • Inspire and inform the public via innovative and engaging education strategies
  • Support the Executive Coordinator and Asset Management Officer with annual capital planning, maintenance, and project management
  • Responding to media interviews and requests, ensuring all public relations are appropriate and information communicated is relevant and accurate
  • Providing written reports and verbal advice as appropriate

About You

Mandatory Qualifications/Certifications

  • Current APOLA POL2 Certificate, rescue apparatus licenses, first aid, resuscitation certifications
  • Current Blue Card
  • Current RMDL, PWCL and 'C' Class driver's (manual) licences. 

Personal Attributes

  • Strong understanding of the health, safety, and compliance regulations related to Lifeguard operations
  • Demonstrated leadership skills, with the ability to foster a team environment that will deliver a high level of service delivery to Council's customers, clients, and ratepayers
  • A commitment to leading by example and delivering a positive work environment for front-line staff
  • Experience with delivering training and education, including:
    • Health and Safety training/briefings
    • Public education/program promotion/awareness campaigns.
    • Risk assessment/prevention
  • Demonstrated experience in delivering media and public relations communications
  • Highly developed interpersonal skills, particularly in liaison, presentation, facilitation, consultation and conflict resolution
  • A commitment to model positive leadership behaviours consistent with the GCCC Leadership Capability Framework
  • Maintenance of a high standard of physical fitness and aquatic skills
  • Exceptional organisational skills and ability to meet deadlines in a fast-paced, dynamic environment
