Job Description

TITLE: Senior Foreman
REPORTS TO: Overseer
AWARD: Queensland Local Government Industry (Stream A) Award - State 2017 (as amended or replaced)
AGREEMENT: Somerset Regional Council Certified Agreement – 2020 (as amended or replaced)
CLASSIFICATION: Level 5 | Wage Level 14 – 15 Administrative, technical, community service, supervisory and Directorial (other than Indigenous Councils) group
SALARY RANGE: $85,688 to $89,086 gross base rate per annum

Position Objective:
Management of Council’s Customer Service System with respect to inspection, prioritising, reporting, and implementing actions. Supervision of Council’s Workforce and Contractors to ensure that construction and
maintenance is carried out to meet the required level of service and meet time, budget and quality requirements. Providing support and advice to all Foreman about various matters associated with road construction and maintenance and customer service.

Position Requirements:
(a) Experience and/or Qualifications

  • Minimum of five (5) years experience in the road construction and maintenance industry at a supervisory level
  • Experience with construction and maintenance practices of both Queensland Main Roads Department and Local Authorities General Safety
  • Induction (Construction Industry) White Card

(b) Knowledge

  • Advanced knowledge of maintenance and construction practices in the Works area.
  • Working knowledge of plant utilised for road construction /maintenance and capabilities in performing works.
  • Thorough knowledge and understanding of Local Government operations, functions, legislative requirements, policies, procedures and structure, relevant to the work area
  • Knowledge of Customer Service Systems and associated practices.
  • Working knowledge and understanding of statutory requirements relevant to the work area, in particular the Workplace Health and Safety Act, the Environment Protection Act and the M.U.T.C.D. signing guide
  • Working knowledge of Microsoft Word, Excel, Outlook, Practical/Civica, Exponaire/MapInfo, Magiq and other emerging software.

(c) Skills

  • Well-developed leadership skills with ability to work positively and co-operatively in a team environment with minimal supervision
  • Extensive experience in the road construction and maintenance industry at a supervisory level.
  • Well developed time management, organisational and prioritising skills with the ability to plan, prioritise, schedule and delegate work
  • Advanced surveying skills including levelling and setting out road works
  • Well developed skills in oral and written communication with members of the public, office staffand other stakeholders
  • Thorough understanding of customer service systems and ability to implement emerging technologies (eg. Reflect App on Tablets)
  • Ability to organise other employees and machinery and to provide leadership and motivation to employees under his/her control
  • Ability to prepare and monitor project quality plans
  • Ability to read plans, specifications and estimates
  • Ability to prepare risk assessments and site-specific inductions
  • Ability to prepare and implement procedures
  • Proficient computer skills in Word, Excel, Outlook, Practical/Civica, Exponaire/MapInfo, Magiq and other emerging software
  • Sound knowledge of using mobile devices (tablets) including Reflect/Recover applications and other emerging software
  • Ability to operate digital office equipment including computers, printers, photocopiers, digital cameras etc

(d) Additional Requirements

  • Current Open Queensland Drivers Licence – unrestricted
  • Certificate IV in Civil Construction Supervision or willingness to undertake
  • Experience with traffic management control measures as prescribed in Part 3 of the Manual Uniform Traffic Control Devices (MUTCD)
  • Ability and willingness to take part in an on-call roster as required
  •  Level of fitness to be able to undertake a broad range of physical tasks
  • Exercise flexibility and adaptability in undertaking a diverse range of activities and tasks
  • Demonstrated history of confidentiality, sensitivity, reliability and honesty in the performance of work with an ability to maintain a high level of professional confidentiality and discretion when
    working with private and/or sensitive information within the workplace and community

(e) Pre-employment Requirements

Pre-employment Requirements

  • The incumbent:
    • will be required to complete a National Police check with the outcome to be acceptable to the Chief Executive Officer
    • will be required to complete a pre-employment functional capacity and medical assessment with the outcome to be acceptable to the Chief Executive Officer
    • will be required to work at different locations across the region from time to time
    • must maintain a high standard of personal appearance and dress appropriate for the working
      environment wearing supplied uniforms where provided

Key Responsibilities:
The key responsibilities may be modified from time to time to ensure that outcomes are coordinated within Council’s Operational and Corporate Plans. Without limiting the above, the key responsibilities of the position holder shall include:

  • Supervision of maintenance/construction activities including planning, organising, controlling, monitoring and reporting on the daily activities.
  • Supervision of external contractors carrying out operational works activities including liaising with Consultants / Supervising Engineers.
  • Support Foreman in performing construction and maintenance activities, providing technical advice as appropriate.
  • Assist Overseer / Foreman with emerging technologies (eg, Reflect software) to optimise systems, prioritise works, and implement consistent practices on both the Main Roads and Council Road networks.
  • Management of Council’s Customer Service System with respect to inspection, prioritising, reporting, implementing actions and reviewing outcomes.
  • Undertake site investigations and network inspections and make recommendations of rectification works.
  • Provide timely communication (written, verbal or both) to Council Customer Service Team and Senior Staff about matters arising via the customer service system or directly from Senior Staff.
  • Check and authorise weekly time sheets of all subordinates for accuracy in relation to times, job numbers etc.
  • Be conversant with safe work practices and conduct site-specific safety inductions for on-site employees to make them aware of their responsibilities and risks.
  • Preparation of plans, basic cost estimates and private works quotations.
  • Ensure signage used on all works is in accordance with current standards.
  • Participate as a duty officer in Council’s after hours call service for all matters relevant to the works area.
  • Attendance at approved seminars, forums, meetings and other training opportunities relevant to the position as required.
  • Actively participate in a team oriented work environment and work co-operatively with all Council teams.
  • Undertake general duties as required to ensure the overall efficiency of the department as directed by the Director Operations and/or Works Manager.
  • Represent the Council to the public and members of other organisations in a positive manner.
  • Perform any other duties that are reasonably within the competency, skills and training of incumbent as may be directed from time to time by the Overseer, Works Manager and/or Director Operations to
    ensure the overall efficiency of the operations department.
  • Take reasonable care of your own health and safety.
  • Take reasonable care that your acts or omissions do not adversely affect the health and safety of others.
  • Comply with any reasonable instructions provided by Somerset Regional Council to ensure work is conducted in accordance with the requirements of the Workplace Health and Safety Act, Regulations, Codes of Practice and Council’s Safety Management System.
  • Consult within your work team during any risk assessment of tasks and ensure that any identified control measures are understood, in place and adhered to.
